Tashkent hosted an international conference on “National system for ensuring the reliable protection of human rights and freedoms in Uzbekistan: achievements in the years of independence the success.”

The event was organized by the National Centre for Human Rights Commissioner of Oliy Majlis of Uzbekistan for Human Rights (Ombudsman), the Ministries of Justice, Internal Affairs, General Prosecutor’s Office in conjunction with the United Nations Development Programme, the OSCE Project Coordinator in Uzbekistan, the Friedrich Ebert Foundation (Germany).

The conference was a large-scale forum that brought together a wide range of authoritative participants, including representatives of the Office of the UN High Commissioner for Human Rights, Independent Permanent Human Rights Commission of the Organization of Islamic Cooperation, the OSCE Office for Democratic Institutions and Human Rights, Council of Europe Venice Commission, the Ombudsmen of Russia, Indonesia, Latvia, Kazakhstan, Tajikistan, Kyrgyzstan, political scientists and jurists UK, Germany, members of the Senate and the Legislative Chamber of Oliy Majlis of Uzbekistan, judges, representatives of state and public organizations, legal scholars and journalists.

The purpose of the conference – depth analysis of national and international experience to strengthen the legislative basis for ensuring human rights and freedoms, the further improvement of legislation, strengthening of parliamentary oversight, the role and place of the Ombudsman in this system, the mechanisms of implementation of international obligations in the field of human rights. The sides exchanged views on enhancing the effectiveness of national institutions for the protection of human rights, strengthening their cooperation with civil society institutions, strengthening of social control and social partnership in the defense of citizens’ rights.

The Constitution of the Republic of Uzbekistan is determined that the man, his life, freedom, honor, dignity and other inalienable rights are the highest value. The law of Uzbekistan are fixed mechanisms and safeguards to ensure these rights. In the years of independence it adopted 16 Codes, more than 700 laws governing human rights and fundamental freedoms. Uzbekistan has acceded to more than 70 international human rights instruments ratified by ten major relevant UN documents. Uzbekistan fully meets its obligation to respect and protect human rights and freedoms.

At the event it was noted that was built under the leadership of the first President of Uzbekistan Islam Karimov democratic constitutional state and a strong civil society to contribute to ensure the rights and freedoms, the legitimate interests of the person. Thanks taken organizational and legal measures for the liberalization of judicial-legal system, ensure the independence of the judiciary branch of government that has turned into an independent public institution, reliably protecting the human rights and freedoms.

During the event, it signed a memorandum on cooperation between the National Centre for Human Rights and the UN Development Programme. It was held the exhibition of literature devoted to the protection of human rights in Uzbekistan.

At the international conference discussed issues of strengthening the protection of human rights and freedoms in the process of democratic renewal and modernization of the country, the experience of Uzbekistan and international practice improve the effectiveness of such work, the further expansion of international cooperation in this field.
